DSCR Loans in Louisiana: Start With the Flood Map

Yes. I arrange DSCR loans in Louisiana, one of 37 states on my licensing page, and it lists no LLC requirement there. On a Louisiana rental, insurance tends to decide the numbers, so I check the flood zone and price flood and wind coverage before an offer. New Orleans also limits short term rentals in residential areas to resident operators.
Before I look at the rent on a Louisiana rental, I look at a map. FEMA's flood map for the address tells me which insurance questions come next, and those questions can decide whether the rent covers the payment.
The payment a DSCR lender measures includes the insurance premiums, so in Louisiana I work in this order: flood, then wind and property coverage, then the rent. My DSCR investor loan page explains how the ratio itself works.

Why does insurance come first on a Louisiana rental?
A Louisiana rental can carry two policies instead of one. The Louisiana Department of Insurance says flood damage is not covered under homeowners policies, and FEMA's FloodSmart site says the same of most homeowners insurance.
Flood coverage is sold separately. The Department of Insurance lists three places to buy it in Louisiana: the National Flood Insurance Program, private insurers, and surplus lines insurers.
Both premiums land in the payment the rent has to cover. I want real quotes, not guesses, before we talk about price.
Will a Louisiana DSCR loan need flood insurance?
Often, yes, and the flood zone decides it. Federal law, at 42 U.S.C. 4012a, bars federally regulated lenders from making a loan on a building in a special flood hazard area unless it carries flood insurance for the term of the loan. The Department of Insurance puts it plainly: flood insurance is most often required in high risk areas when the mortgage comes through a federally regulated or insured lender.
DSCR programs set their own insurance terms on top of that, and I check each one. Either way, look up the address on FEMA's Flood Map Service Center, then call an agent with the zone in hand.
When does a new flood policy start?
A new NFIP policy normally waits 30 days before coverage begins, under 42 U.S.C. 4013(c). The same statute makes an exception when the policy is bought in connection with making, increasing, extending, or renewing a loan.
FEMA's rule at 44 CFR 61.11 spells out the timing. Coverage tied to a loan takes effect at closing, as long as the request reaches the NFIP and the application and premium payment are made at or before closing.
That exception helps only when the policy is lined up before closing. I put the flood quote on the same checklist as the appraisal.
What if wind or homeowners coverage is hard to find?
Louisiana has a residual market for that. Under La. R.S. 22:2293, Louisiana Citizens Property Insurance Corporation provides essential property insurance for residential and commercial property owners who are entitled to coverage but can't get it in the voluntary market.
Section 22:2302 lets a person with an insurable interest apply after a denial by one or more authorized insurers, and the application has to name them. The form must state that Citizens is an insurer of last resort, and a policy runs up to one year, renewed while the property stays insurable.
A Citizens quote is still a quote. It goes into the DSCR numbers like any other premium.
What do New Orleans short term rental rules mean for a DSCR loan?
In residential neighborhoods, the rules point most investors toward a long term lease. Section 21.8.C.18 of the New Orleans Comprehensive Zoning Ordinance governs the non commercial short term rental permit. The operator has to physically live on the lot during guest stays, only natural persons may own the property, and ownership by a business entity or trust is prohibited.
The same section allows one such permit per person and, in residential districts, one per city block. The city's lottery rules hold lotteries square by square when more than one complete application comes in.
So an investor who won't live on the lot, or who owns through an LLC, falls outside that permit. For those New Orleans rentals, I run the numbers on a year long lease instead.
What do Louisiana deposits and notices look like?
La. R.S. 9:3251 says a deposit goes back within one month after the lease ends. Act 63 of 2026 (HB 292), effective Aug. 1, 2026, lets the landlord send the itemized statement for any amount kept within one month or within 15 days after that one month mark, and the tenant has to give a forwarding address. The statute sets a deadline, not a maximum deposit.
Eviction starts with a written notice to vacate. Louisiana Code of Civil Procedure article 4701 gives the tenant at least five days from delivery, and a tenant can waive that notice in writing in the lease.

Should I close my Louisiana DSCR loan in an LLC?
In my experience, whether a DSCR loan in Louisiana closes in your own name or in an LLC depends on how your other rentals are titled and on advice from your attorney or tax advisor. Each state on my list sets its own vesting rule, and I look that rule up before we decide how you'll take title. If you form a Louisiana LLC, La. R.S. 12:1308.1 requires it to file an annual report with the Louisiana Secretary of State on or before each anniversary of its organization, even in a year with no changes.
Do I need flood insurance for a rental property in Louisiana?

How long does a new flood policy take to start in Louisiana?
On a Louisiana purchase with a DSCR loan, a flood policy bought for the closing can start at closing instead of after the usual 30 day wait. FEMA's rule at 44 CFR 61.11 makes that work only if the application and premium payment are made at or before closing. The Louisiana Department of Insurance points out the 30 day NFIP wait and advises asking your lender whether it will accept a private or surplus lines flood policy.
What if I can't get property insurance on a Louisiana rental?
If no private insurer will cover a Louisiana rental behind a DSCR loan, Louisiana Citizens Property Insurance Corporation is the residual market. La. R.S. 22:2302 lets you apply after a denial by one or more authorized insurers, and the application has to name them.
When must a Louisiana landlord give back a security deposit?
Louisiana gives a landlord one month after the lease ends to return the deposit, DSCR loan or not. Under La. R.S. 9:3251 as amended by Act 63 of 2026, effective Aug. 1, 2026, the itemized statement for any amount kept can follow within 15 days after that one month mark.
